Question: Who determines whether someone (specific inmate) being released from prison has to register as a sex offender. I know there are codes that cover this; but what person or persons is assigned to interpret the law and making that determination?

Answer: There is no one person in the prison system. If the inmate agrees to parole, and agrees to register then the inmate will be held to his agreement
